Words of Wisdom from 1st Year student Alex Frias MPA 21 COLUMBIA UNIVERSITY - SIPA Admissions Blog Hi! I’m Alex Frías, from sunny Mazatlan, Mexico. I am a 22 year-old first year IFEP student at SIPA. Before starting this adventure at Columbia, I was doing my BA at McGill University, getting involved with the Mexican diplomatic mission in Montreal as well as the Mexican community in Canada. I came to SIPA because I am really interested (and optimistic) about US-Mexico-Canada cooperation on trade, investment, migration, and environmental issues.   Something random about me is that I’m super passionate about Russian literature and astrophysics!   Describe a week at SIPA for you. I arranged my schedule in such a way that I would have some days off to focus on my professional development, which is a big part of one’s journey at SIPA. Monday I only have Microeconomics with Prof. Gerratana (amazing person and an even better professor!). I usually stay at SIPA for a few hours, working on assignments and catching up with friends on the 4th floor. Since it is a fairly calm day, I like making myself a nice dinner, watch the news and get ready for a busier Tuesday. Tuesday A busier day for me. I have Quant in the morning, followed by a “break” that I always dedicate to catch up with the news back home (Mexico and Canada). After that I have my Politics of Policymaking (POP) class with Prof. Sabatini, which is just a great time to discuss politics happening throughout the world. Wednesday The busiest day! Micro in the morning, then 3 hours of accounting with Prof. Bartczak, followed by POP recitation. I am usually exhausted after all my classes so, to keep myself sane, I normally watch a show and try to rest as much as I can Thursday through Sunday I focus on learning new skills online, reaching out to alumni, looking at internship opportunities, but also go out to talks, gatherings with my peers or even chill at the Columbia Club to meet new people. After all, socializing is a big part of professional development here at SIPA. How do you find the curriculum? Is there a steep learning curve at SIPA? I think it really depends on your background. Coming straight from undergraduate gave me the benefit that it didn’t take long for me to get used to the academic pace. But even then, professors are always there for you and will proactively reach out if they feel you are struggling. Regarding the curriculum, not even after all my research when applying here did I realize how you can shape your degree. It is absolutely safe to say that two MPAs or two MIAs at SIPA can have very little in common because of how you can tailor your program to exactly your needs. In my case, I am tailoring my MPA to be very similar to an MBA but with a strong policymaking perspective, given the role that government policy plays in the markets and business world.   Whats your favorite thing about SIPA? The people, by far. A friend said during orientation, “I don’t know what kind of algorithm admissions uses, but they nail it with the kind of people they pick!” Everyone is very open-minded, down to earth, and from so many different backgrounds that it’s impossible to find someone at SIPA who does not have an interesting story to tell. Oh, and it’s also very cool to be waiting in the same line for coffee with a Nobel laureate (Professor Stiglitz). Whats something you want to change about SIPA? Sometimes we forget SIPA is part of a wider Columbia. It’s very easy to stay in the SIPA bubble, with such amazing talks happening there so often and the proximity with your classmates that the International Affairs Building fosters. I really force myself to spend my time elsewhere other than SIPA, and explore the many libraries and amazing activities that Columbia and Barnard have to offer.   What would you tell yourself about applying knowing what you know about SIPA now?   Don’t be shy, get involved and interact with SIPA people! Students, alumni, professors, and people from Admissions: We. Don’t. Bite. Oh and also, for international students: housing in NYC is crazy. Don’t be like me. Think about coming a few weeks in advance to find a place to live. What advice do you have for applicants?   Don’t get discouraged because of grades, GRE scores, or job experience. People at SIPA understand each of those only tell a very limited part of your story. Trust me when I say this: there is no one way to get into graduate shool. As cliché as it sounds, don’t let your “weaknesses” bring you down; rather, share with Admissions what your attributes are and how you can put them into action at SIPA.   Best of luck and I hope to see you around the halls of SIPA next year!

By the time its economy reached bottom in 1932, Canada had suffered a staggering decline of 34.8 per cent in per capita gross domestic product. No other developed nation was as hard-hit. Canada was, and still is, a country dependent on trade. In the 1920s, commodities such as wheat and lumber products, including newsprint, were particularly important. In 1930, U.S. president Herbert Hoover signed into law the Smoot-Hawley Tariff Act, which raised duties on many imports to historically high levels. This led to retaliatory tariffs and a drastic reduction of trade around the world. It was particularly harmful to Canada, Americas largest trading partner, where export prices plummeted. The price of lumber fell 32 percent from 1929 to 1932, and cattle prices declined 63 per cent. Smoot-Hawley sent major Canadian pulp and paper companies into bankruptcy. Canadian automakers saw their exports collapse to 13,000 vehicles in 1931 from 102,000 in 1929. Manufacturing, in general, declined more than 50 per cent. Unemployment reached an average of 32 per cent in Canadian cities. In Windsor, Ont., it reached 50 per cent. In the Maritime provinces, unemployment for ordinary labourers hit 60 per cent. The human toll was greatest on the Canadian prairies, which suffered not just from the trade wars but from drought, deprivation and plagues of grasshoppers. By the time the Depression was over, one in 12 people had left the region for good, and much of the province of Saskatchewan had been reduced to a wasteland ravaged by natural disasters. In tiny Minton, most of the population of 890 depended on government relief and charity; even the towns chickens had to depend on relief feed. Yet for all the suffering, Canadians never embraced the kind of government intervention into the economy that the U.S. did. A short-lived attempt by prime minister R.B. Bennett to copy Franklin Roosevelts New Deal was ultimately struck down by the Privy Council in London, which was still Canadas ultimate Supreme Court. And despite the human devastation, Canadians never turned in large numbers to -isms communism and socialism preferring to keep their traditional political parties. True, in 1935 the people of Alberta elected the Social Credit Party, which had unusual (one might say radical) views on monetary policy. But this was an exception. Instead, Canadians muddled through the crisis with a makeshift combination of private and public charity. Private citizens in wealthier provinces recognized the plight of Saskatchewan and sent hundreds of carloads of fruit, vegetables and clothing westward. Bennett made a habit of sending money from his personal fortune to those who wrote to him pleading for help. The government did construct relief camps for unemployed men, providing some low-wage work and alleviating the threat of large numbers of jobless in the cities. The state also used force to suppress social discontent, most famously in 1935, when the unemployed organized an On-to-Ottawa Trek from the west. The movement got as far as Regina when it was met by the Royal Canadian Mounted Police and local officers. The resulting clash left one police officer dead; a trekker died of wounds soon thereafter. Under the compromise, every enslaved American would be counted as three-fifths of a person for taxation and representation purposes. This agreement gave the Southern states more electoral power than they would have had if the enslaved population had been ignored entirely. George Mason of Virginia called for anti-slave trade laws, and Gouverneur Morris of New York called slavery â€Å"a nefarious institution.†) Ultimately, the delegates who objected to slavery as an institution ignored their moral qualms in favor of unifying the states, thus leading to the creation of the three-fifths compromise. The Three-Fifths Compromise in the Constitution First introduced by James Wilson and Roger Sherman on June 11, 1787, the three-fifths compromise counted enslaved people as three-fifths of a person. This agreement meant that the Southern states got more electoral votes than if the enslaved population hadn’t been counted at all, but fewer votes than if the enslaved population had been fully counted. The text of the compromise, found in Article 1, Section 2, of the Constitution, states: â€Å"Representatives and direct taxes shall be apportioned among the several states which may be included within this Union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three fifths of all other persons.† The compromise acknowledged that slavery was a reality, but did not meaningfully address the evils of the institution. In fact, the delegates passed not only the three-fifths compromise, but also a constitutional clause that allowed slaveholders to â€Å"reclaim† enslaved people who escaped. By characterizing them as fugitives, this clause criminalized the enslaved individuals who ran away in quest of their freedom. How the Compromise Affected Politics in the 19th Century The three-fifths compromise had a major impact on U.S. politics for decades to come. It allowed slave states to have a disproportionate influence on the presidency, the Supreme Court, and other positions of power. It also resulted in the country having a roughly equal number of free and slave states. Some historians contend that major events in U.S. history would have had opposite outcomes were it not for the three-fifths compromise, including: The election of Thomas Jefferson in 1800;The Missouri Compromise of 1820, which allowed Missouri to enter the Union as a slave state;The Indian Removal Act of 1830, in which Native American tribes were forcibly removed from their land;The Kansas-Nebraska Act of 1854, which allowed residents of those territories to determine for themselves whether they wanted slavery practiced there. Altogether, the three-fifths compromise had a detrimental impact on vulnerable populations, such as the enslaved and the nation’s indigenous peoples. Slavery may have been kept in check rather than allowed to spread without it, and fewer Native Americans may have had their way of life upended, to tragic results, by removal policies. The three-fifths compromise allowed the states to unite, but the price was harmful government policies that continued to reverberate for generations. Repeal of the Three-Fifths Compromise The 13th Amendment of 1865 effectively gutted the three-fifths compromise by outlawing slavery. But when the 14th Amendment was ratified in 1868, it officially repealed the three-fifths compromise. Section 2 of the amendment states that seats in the House of Representatives were to be determined based on â€Å"the whole number of persons in each State, excluding Indians not taxed. The repeal of the compromise gave the South more representation since the members of the formerly enslaved African-American population were now counted fully. Yet, this population continued to be denied the full benefits of citizenship. The South enacted laws such as â€Å"grandfather clauses† meant to disenfranchise African Americans, even as the black population gave them more influence in Congress. The additional voting power not only gave Southern states more seats in the House but more electoral votes, too. Congress members from other regions sought to reduce the Souths voting power because African Americans were being stripped of their voting rights there, but a 1900 proposal to do so never materialized. Ironically, this is because the South had too much representation in Congress to allow for a switch. Until as recently as the 1960s, Southern Democrats, known as Dixiecrats, continued to wield a disproportionate amount of power in Congress. This power was based in part on the African-American residents, who were counted for the purposes of representation but who were prevented from voting through grandfather clauses and other laws that threatened their livelihoods and even their lives. The Dixiecrats used the power they had in Congress to block attempts to make the South a more equitable place. Eventually, however, federal legislation such as the Civil Rights Act of 1964 and the Voting Rights Act of 1965 would thwart their efforts. During the civil rights movement, African Americans demanded the right to vote and ultimately became an influential voting bloc. They have helped a slew of black political candidates get elected in the South and nationally, including the nation’s first black president, Barack Obama, demonstrating the significance of their full representation.
